QR payments in Kyrgyzstan reached 908.6 bn som in 2025 (≈10× 2024) across 114,000 QR points. What this means for tourists, guesthouses and tourism exports.

Quick answerChecked 02.11.2026
  • QR payments turnover reached a record 908.6 bn som in 2025 — about 10× 2024; 525.1 mln transactions (NBKR).
  • 114,100 QR codes were installed at merchant points by end-2025 (+95.3%).
  • ELQR is the national QR standard: 20 banks and 14 payment organisations connected, interoperable across systems.
  • Since October 2025 Kaspi.kz users from Kazakhstan can pay Kyrgyz merchants by scanning ELQR codes.
  • Cash remains important in remote areas; a unified state tourism platform with payment tools was ordered in January 2026.

Kyrgyzstan has gone through one of the fastest payment shifts in the region. In 2025 QR payments reached 908.6 billion som, about ten times the 2024 level, in 525.1 million transactions, according to the National Bank. Merchants installed 114,100 QR codes (+95.3%). For tourism, where cash still dominates in many villages and yurt camps, this creates a new possibility: payments that are convenient for guests and leave a record that supports both the business and national statistics.

What is ELQR?

ELQR is Kyrgyzstan's national standard for QR payments. A guesthouse can display one QR code and accept payments from customers of any connected bank or e-wallet — by the start of 2026, 20 commercial banks and 14 payment organisations were connected. According to the National Bank, Kyrgyzstan is the only country in Central Asia with inter-system integration of payment systems on a single QR standard. For a small provider this means no card terminal is needed: a printed QR code and a bank or wallet account are enough.

Why payments matter for tourism research

Payments are the link between the three questions of our research programme:

Myth vs fact

Barriers in rural tourism

  1. Connectivity. Song-Kul, high valleys and border areas have weak or no mobile internet; QR needs a connection on at least the payer's side.
  2. Habit and trust. Many hosts prefer cash, especially for one-off guests.
  3. Fear of taxation. Some providers worry that a digital trail will bring tax demands; clear, simple regimes reduce this fear.
  4. Foreign-guest access. Tourists from outside the region usually cannot use local QR apps and need card acceptance or prepayment links.

What can a guesthouse do now?

Open a business account or wallet with an ELQR-connected bank, print the QR code, tell guests in advance that QR and transfer are accepted, and issue receipts. For foreign guests, accept prepayment by card where possible. Our digital tools guide covers the steps; properties can list free during the pilot.

Policy outlook

In January 2026 the Cabinet instructed the development of a unified digital tourism platform combining government services, business services and payment tools. Regional QR interoperability, announced by the National Bank of Kazakhstan for roughly mid-2027, could make cross-border tourist payments routine across Central Asia.
