## Quick answer
- Tourism service exports reached ≈$1.098 bn in 2025 (+8.1%), per the National Statistical Committee.
- Tourism contributed 3.8% of GDP in 2025; the government target is 7% by 2030.
- In 2024 the non-observed share of value added in hotels and restaurants was estimated at 43.9% (Natstatcom).
- QR payments turnover hit 908.6 bn som in 2025, ≈10× 2024 (National Bank), creating a digital trail that tourism can use.
- Hypothesis: online listings + digital payments + e-receipts raise recorded exports and lower informality. Status as of 11.2026: data collection.

Kyrgyzstan's tourism sector is growing fast but is only partly visible in official data. In 2025 tourism service exports reached about **$1.098 billion** (+8.1%), tourism generated **3.8% of GDP**, and 5.3 million visitors used tourism organisations and private guesthouses. At the same time, the National Statistical Committee estimates that **43.9%** of value added in hotels and restaurants is non-observed. This research hub asks a simple question: does moving tourism services online — listings, bookings, payments, receipts — make the sector both larger in the statistics and more transparent in reality?

## The research problem
Three facts frame the problem. First, demand has outgrown the official supply picture: almost a third (32.1%) of 2025 visitors stayed in private guesthouses and households, a figure the statistics office has to estimate from sample surveys rather than from reporting. Second, much of the money changes hands in cash, often in som or tenge paid on arrival, which leaves no record. Third, foreign visitors spend far more in Kyrgyzstan than residents spend abroad — in the first half of 2026 foreigners spent $528.3 million against $284.8 million of Kyrgyz outbound travel — so tourism is a genuine export industry, and every unrecorded payment is an unrecorded export.

The detailed numbers are collected on our [Kyrgyzstan tourism statistics](https://visitalatoo.com/research/tourism-statistics/) page; the export side is analysed in [tourism as an export](https://visitalatoo.com/research/tourism-exports/), and the informality side in [the shadow economy in tourism](https://visitalatoo.com/research/shadow-economy-tourism/).

## Hypothesis
The working hypothesis of the master's thesis «Digitalization of tourism services as a factor of export growth and reduction of the shadow economy in the tourism industry of the Kyrgyz Republic» is that digitalization acts through three channels:

- **Visibility channel.** Online listings (OTAs, Google Business Profile, local portals) bring small providers to foreign demand they could not reach before, increasing volume and the share of prepaid, foreign-currency-linked sales.
- **Payment channel.** Card and QR acceptance (the national ELQR standard) replaces cash, creating a bank record of each transaction.
- **Fiscal channel.** Online cash registers and fiscal software transmit sales data to the Tax Service; the Tax Service started a pilot of fiscal software for hotels in Bishkek, Manas and Osh on 1 October 2025.
If the hypothesis holds, regions and businesses with higher digital adoption should show higher recorded revenue per visitor and a lower gap between estimated and reported activity.

## Methodology outline

| Block | Method | Data |
|---|---|---|
| 1. Sector dynamics | Time series 2021–2025, growth decomposition | Natstatcom: visitors, gross output, value added, exports |
| 2. Export measurement | Comparison of travel exports in statistics vs balance of payments | Natstatcom, NBKR |
| 3. Informality | Analysis of non-observed economy estimates by sector | Natstatcom non-observed economy series |
| 4. Digital adoption | Survey of guesthouses, guides, drivers (cash vs card/QR, online listing, receipts) | Field survey, Issyk-Kul and Chui regions |
| 5. Platform evidence | Anonymised request and conversion data | visitalatoo.com requests |
| 6. Policy design | Scenario analysis: e-receipts, tourist fee, unified platform | Regulations, international cases |

## How the platform collects data
visitalatoo.com is both a travel portal and a research instrument. Each trip request sent through [Plan my trip](https://visitalatoo.com/plan-my-trip/) records, in anonymised form, the traveller's country, travel dates, group size, destinations and preferred payment method. Providers who join through [List your property](https://visitalatoo.com/business/list-your-property/) or [guides and drivers](https://visitalatoo.com/business/guides-drivers/) answer a short onboarding questionnaire on how they take bookings and payments today. We do not publish personal data or individual business figures; only aggregated, anonymised indicators are used in research outputs.

## Myth vs fact
- **Myth:** “Shadow economy” means illegal business. **Fact:** most of it is informal activity — small household providers who are not registered or whose cash sales are not recorded. Statistically it is estimated, not proven case by case.
- **Myth:** foreign tourists only bring money through airlines and big hotels. **Fact:** spending in guesthouses, on drivers, guides and food is also a services export in the balance of payments.

## Policy context in 2026
In January 2026 the Chairman of the Cabinet of Ministers instructed the Department of Tourism, the Ministry of Digital Development and the Tunduk institution to build a unified digital tourism platform combining visas, itineraries, reservations, transport and insurance. In July 2025 the National Council for Tourism Development asked authorities to study a hotel fee. Both initiatives depend on reliable data about who hosts tourists — the gap this research addresses. Payment-side developments are covered in [digital payments in tourism](https://visitalatoo.com/research/digital-payments-tourism/); for travellers, see the practical [money and payments guide](https://visitalatoo.com/guide/money-payments/).

## Live case: Arashan Transfer
Our first working example is [Arashan Transfer](https://visitalatoo.com/research/case-arashan-transfer/) — the Karakol – Altyn-Arashan 4×4 route moved fully online: fixed prices in som, card payment, booking codes, licensed drivers and recorded hotel commissions.

## FAQ

### What is the research about?

It tests whether digitalization — online listings, card and QR payments, online cash registers — increases recorded tourism exports (≈$1.1 bn in 2025) and reduces informal activity in Kyrgyz tourism, where 43.9% of hotel and restaurant value added was non-observed in 2024.

### Who conducts the research?

It is a master's thesis in economics at Karakol State University named after K. Tynystanov, carried out by the director of Ala-Too Digital LLC, with visitalatoo.com serving as the industry case and as a source of anonymised data.

### Is personal data from travellers used?

No personal data is published. Only aggregated, anonymised indicators — such as country of origin, season, group size and preferred payment method — are used. Individual businesses are never named in research outputs without consent.

### Can my organisation join the research?

Yes. Universities, tourism departments, destination organisations, banks and associations can share data, help with surveys or pilot digital tools. Write to hello@visitalatoo.com or WhatsApp +996 777 998 882.

### Where can I find the statistics behind the research?

The main figures — visitors, exports, GDP share, Issyk-Kul data and source links to Natstatcom, NBKR and media — are compiled on our Kyrgyzstan tourism statistics page, updated as of November 2026.
