## Key facts

| | |
|---|---|
| QR turnover 2025 | 908.6 bn som (record) |
| QR transactions 2025 | 525.1 mln |
| QR codes at merchants | 114,100 (+95.3%) |

Kyrgyzstan has gone through one of the fastest payment shifts in the region. In 2025 QR payments reached **908.6 billion som**, about **ten times** the 2024 level, in **525.1 million** transactions, according to the National Bank. Merchants installed **114,100 QR codes** (+95.3%). For tourism, where cash still dominates in many villages and yurt camps, this creates a new possibility: payments that are convenient for guests and leave a record that supports both the business and national statistics.

## What is ELQR?
ELQR is Kyrgyzstan's national standard for QR payments. A guesthouse can display one QR code and accept payments from customers of any connected bank or e-wallet — by the start of 2026, 20 commercial banks and 14 payment organisations were connected. According to the National Bank, Kyrgyzstan is the only country in Central Asia with inter-system integration of payment systems on a single QR standard. For a small provider this means no card terminal is needed: a printed QR code and a bank or wallet account are enough.

## How do tourists pay in Kyrgyzstan?

| Traveller | Main digital option | Notes (as of 11.2026) |
|---|---|---|
| Kyrgyz residents | ELQR via any banking app | Standard everywhere QR is displayed |
| Kazakhstan | Kaspi.kz app scanning ELQR codes | Launched October 2025 with O!Bank; broader regional QR integration planned roughly by mid-2027 |
| Russia | Bank transfers, cards issued by Kyrgyz banks, cash | Options change often — check current status |
| EU, UK, US, Asia | Visa/Mastercard in cities, hotels, larger restaurants | Cash still needed in villages, yurt camps, for marshrutkas |
| China | Cash, cards; QR integration in development | Check before travel |

## Why payments matter for tourism research
Payments are the link between the three questions of our [research programme](https://visitalatoo.com/research/digital-tourism-kyrgyzstan/):

- **Exports.** Card and cross-border QR data help estimate how much foreign visitors spend — the “Travel” export item. Kazakhstan, the largest source market, can now pay digitally without exchanging cash. See [tourism exports](https://visitalatoo.com/research/tourism-exports/).
- **Informality.** A QR payment creates a bank record; combined with fiscal software (the Tax Service has piloted it in hotels since October 2025), it narrows the space for unrecorded sales. See [shadow economy in tourism](https://visitalatoo.com/research/shadow-economy-tourism/).
- **Service quality.** Prepayment reduces no-shows; digital refunds are easier to resolve than cash disputes.

## Myth vs fact
- **Myth:** “Foreign tourists can't pay digitally in Kyrgyzstan.” **Fact:** international cards work in cities, and Kazakh visitors can use Kaspi QR; the gap is in rural areas.
- **Myth:** “QR payments are only for big shops.” **Fact:** with 114,100 codes installed, many small sellers and service providers already accept them.

## Barriers in rural tourism
- **Connectivity.** Song-Kul, high valleys and border areas have weak or no mobile internet; QR needs a connection on at least the payer's side.
- **Habit and trust.** Many hosts prefer cash, especially for one-off guests.
- **Fear of taxation.** Some providers worry that a digital trail will bring tax demands; clear, simple regimes reduce this fear.
- **Foreign-guest access.** Tourists from outside the region usually cannot use local QR apps and need card acceptance or prepayment links.

## What can a guesthouse do now?
Open a business account or wallet with an ELQR-connected bank, print the QR code, tell guests in advance that QR and transfer are accepted, and issue receipts. For foreign guests, accept prepayment by card where possible. Our [digital tools guide](https://visitalatoo.com/business/digital-tools-guesthouses/) covers the steps; properties can [list free during the pilot](https://visitalatoo.com/business/list-your-property/).

## Policy outlook
In January 2026 the Cabinet instructed the development of a unified digital tourism platform combining government services, business services and payment tools. Regional QR interoperability, announced by the National Bank of Kazakhstan for roughly mid-2027, could make cross-border tourist payments routine across Central Asia.

## FAQ

### Can tourists pay by QR code in Kyrgyzstan?

Yes, if their app supports ELQR. Kyrgyz banking apps all do; since October 2025 Kazakh visitors can pay via the Kaspi.kz app. Visitors from other countries usually pay by international card or cash.
